Howard R. Rosenberg


Howard Rosenberg is a Cooperative Extension Specialist in Agricultural Labor Management, Department of Agricultural and Resource Economics, UC Berkeley. In this role since 1981 he has written, spoken, consulted, and conducted applied research on various personnel management topics and labor market issues in agriculture. Since 1988 he has served as Director of the Agricultural Personnel Management Program, UC Division of Agriculture and Natural Resources.

In the past few years Howard has completed work on the second edition of Labor Management Laws in California Agriculture, as well as survey studies about farm labor contractors, seasonal agricultural workers, and labor management practices on California farms. His publications explaining the 1986 immigration reform act to farm employers and workers, and monitoring their responses to its provisions, were used throughout the nation. Howard's articles have appeared in abroad range of industry and academic publications, such as California Farmer, Western Fruit Grower, American Nurseryman, Agribusiness, Growers' Review Quarterly, Coastal Grower, California Agriculture, Preventive Veterinary Medicine, Organizational Dynamics, and Choices.

Before joining UC Cooperative Extension, he taught in the management and human resources fields at the UC Haas School of Business, California State University, Hayward, and Golden Gate University. He previously worked in banking, insurance, medical research, and public housing, and has consulted for private firms and government agencies.

Howard earned his Ph.D. in Business Administration from the University of California, and both his B.S. and M.S. from Rensselaer Polytechnic Institute. He is a member of the Academy of Management, American Agricultural Economics Association, Industrial Relations Research Association, International Industrial Relations Association, and California Association of Farm Advisors and Specialists.

Having grown up in the garden state of New Jersey before moving west and getting acquainted with real agriculture, Howard now resides in Berkeley with his wife, two daughters, dog, and cat. With the serious decline of his career as an occasional third baseman, he has embarked upon middle-age missions to develop fluency in Spanish and piano.
