Recognizing that this issue is not specific to the WPS, nevertheless, I am submitting the following information on the grant and its relevance to Watsonville in order to clarify its scope and purpose, and to correct the inaccuracies presented about the size and recipient of the grant. Pesticide Watch Education Fund was one of 108 applicants that competed for limited funds through the EPA-Region 9's 1995 Environmental Justice Small Grant Program. The one-year $20,000 grant to support their project, the Community Coalition to End Pesticide Drift, was awarded on June 1st, 1995. The grant was extended for six months to allow for the completion of the workplan with no additional funding to be provided by EPA. The Pesticide Watch state-wide coalition project strives to provide support to communities that are most disenfranchised through a structure of community groups with relevant experience. To this end, the $20,000 grant funds: - communication and research of public information, - networking for coordination among community groups, - public education, - the participation of community representatives on the multi-agency Ag/Urban Interface Task Force, sponsored by the Department of Pesticide Regulation. At this time, three community-based groups are participating and funded members of the Pesticide Watch Coalition, including the Citizens Against Pesticide Exposure of San Diego County, Volunteers for a Healthy Valley in Lompoc, and Farm Without Harm in Monterey County. Each of the community-based groups has an allocation of approximately $2,500 to $3,000 for local efforts. Community groups in Davis, Sonoma, and Union City are working with Pesticide Watch on parallel efforts, but are not funded through the grant, because they don't qualify as Environmental Justice Communities, in that they do not represent substantially people of color or of low-income. The platform of Pesticide Watch and of the community groups represented by the Coalition calls for: A reduction of the use of pesticides; promotion of sustainable agriculture; phase-out of the worst pesticides; an end to aerial spraying; and the establishment of buffer zones. The Pesticide Community Coalition to End Pesticide Drift exemplifies a model of community-based organizations serving one another as resources and mentors in their pursuit of common goals. EPAs commitment to Environmental Justice, and the funding of such grants represents an evolution in EPA's roles, beyond those of overseeing compliance and of supporting complementary voluntary efforts. Historically, the Pesticide Programs partnerships with the State and County agencies to regulate compliance with the Federal pesticide law have and continue to achieve that specific regulatory objective. It is widely acknowledged, among regulators, regulatees, and other citizens, however, that pesticide drift is defined inconsistently, and generally measured reactively for enforcement purposes. The Department of Pesticide Regulation does have a state-wide air monitoring program keyed to their Toxic Air Contaminant list. This program yields data on individual pollutants and monitoring occurs in places and times of highest usage. It is from this program that further restrictions were developed for methyl bromide fumigations. There is growing interest from citizens in quantifying drift (we have heard this from both growers and non-growers in Lompoc, for instance), and recognition that we can quantify more than we can explain. In other words, we are able to identify levels of chemicals in ambient air without full understanding of the public health implications of the presence of these chemicals, especially long-term low-level exposure and synergism of multiple chemicals. EPA recognizes that the issue of pesticide drift reaches beyond the regulatory controls designed to mitigate it, simply due to these intrinsic data and knowledge gaps. We have articulated the position that the Agency has an obligation to be responsive to concerns raised by the public regarding pesticide use because we register these products and thus allow their sale, distribution, and use. State and local regulators have sometimes suggested that if EPA has concerns about health impacts from specific pesticides, it would be most appropriate for the Agency to address the concern at the source of product registration. In the face of the absence of data to take such action, we must maintain the commitment to stimulating the advancement of our collective knowledge through all effective avenues. We recognize the potential of this grant to provide the public the opportunity to meaningfully participate in the dialogue that drives public policy on drift. Regarding the scope of funded activities under the grant that concern Watsonville, we would like to clarify for you the role of the sub-contractors to Pesticide Watch, specifically Farm Without Harm. Farm Without Harm includes both white and Hispanic community members, among them several teachers in the local school districts, especially the Pajaro District which straddles the Monterey Santa Cruz County line. With regard to Farm Without Harms participation, to date, grant funds have been spent for telephone and postage charges. Some members of Farm Without Harm are citizens who have identified and alerted the commissioners to compliance concerns regarding methyl bromide fumigations in the Watsonville area; one such incident that occurred on July 8, 1995 and involved health complaints, diagnosed and confirmed by an M.D., was recently closed with the levying of fines on both the applicator and the grower. The grant did not fund, nor is it intended to fund air monitoring. The activities under the Pesticide Watch grant in and around Watsonville represent well the purpose and the goals of the E.J. program. Outreach materials have been produced in both English and Spanish, the Farm Without Harm group has a diverse membership, several members act as conduits to other sub-sectors of the community. We recognize that the activities of the community-based groups under the grant might raise questions with regard to the regulatory complex that addresses pesticide use, and may identify potential concerns about existing local, state, and federal programs. We also recognize the value of, and maintain our commitment to involving non-government, community-based organizations in complex policy issues that defy a single institution approach. Here in California, there are no approved videos for training trainers, only EPA approved videos for training field workers or handlers. And yes, the Idaho video ishe same Idaho video. As an instructor, I use a couple of videos as well as other mateals to teach potential trainers more about pesticide safety and effective teaching style. They are required, by law, to use one of several choices when they finally provide the training to field workers. Please do not hesitate to call or e-mail if you have any questions.
