Despite the unusually low volume of posts in recent weeks, concerns about both the functioning of WPS-Forum and my indebtedness to whoever collects the Internet fee can be put to rest, maybe. On behalf of ListProc, I apologize to all who have gotten their posting and archive retrieval attempts unceremoniously bounced since last Saturday. What happened was that in response to a particularly invasive and malicious hacker, our college system server shut down. Various security controls had to be reset and key pieces of software reinstalled before the system could get running again, which was partly achieved late Wednesday. To my memory, a shutdown of this length is unprecedented here. Let's hope it remains unique. When the e-mail logjam broke, a couple of private messages came in from people who had been unable to transact with the Forum. I proceeded to compose a response to post openly, so that others who had experienced trouble would also be informed. Then I found out first-hand that ListProc was one of the pieces still not in place, as my own attempted post was spat back. When tried again yesterday (Thurs.) afternoon, the post touched off no error message and thus appeared to be accepted into the system, indicating that ListProc was back on the job. But that post never got delivered to me or any other forum participant I later checked with. All was still not well. The successful posts by Pat and Jan earlier today were a good sign. And this present message is not only an explanation but also another test of whether ListProc is back to handling posts normally. So if you get this message and have any unfinished business with ListProc, please try again now. Those of you back east who have been shovelling snow for much of the week may take some comfort in knowing that man-made blizzards can be just as disruptive as the natural kind. And lastly, Roy Rutz has provided a copy of the proposed regulatory changes in California and a few related documents that the Department of Pesticide Regulation published last week. We will get them fixed up for the archive within a few days. It would translate a sentence and then you had to rewrite 50 percent of it. I think any of them will have more problems with jargon and technical issues. We found it to be not worth the effort. A good translator who understands the material and the target audience vocabulary is best. Compuserve has a sort of international forum where all messages are automatically translated into several languages. Some of the results are quite funny. You can't replace the human element. Rosenberg) Subject: proposed CA regulatory code revisions Thanks to Roy Rutz and Dana Keil, copies of four documents comprising a regulatory revision package published by the California Department of Pesticide Regulation (DPR) on 1/5/96 are now available in the WPS-Forum archive. They are contained in three files: 1. Together in one file are two documents: (a) a brief "Plain English Policy Statement" about the pending changes in state pesticide safety regulations, and (b) the official Notice of proposed changes in Titles 3 and 26 of the California Code of Regulations that would implement the federal WPS within California. The Notice includes a solicitation of public comments on the proposal, either in writing or spoken at a public meeting (dates and places are below in this message). Name of this file in the forum archive is "calpro96.not", and its size is 16816 bytes. 2. A second file has the "Initial Statement of Reasons," discussing in some detail the content and rationale for each proposed change, including definitions, organized by regulatory code section. Name of this file is "calpro96.isr", and size is 42327 bytes. 3. Third is the proposed text itself of sections to be revised in the California Code of Regulations. Name of this file is "calpro96.reg", and size is 92182 bytes. All of the source files provided by Roy were lightly edited here into ASCII format for the forum archive. The printed version of regulatory code changes uses underline to identify new proposed wording and strike-through to show current wording that is proposed for deletion, and these formats are not available in ASCII.
