Two types of courses are offered: a four-hour course ($40) is designed for trainers of fieldworkers. Prior to and following the public meeting, the group from EPA had the opportunity to visit two field sites in Fresno County and meet with growers to discuss their experiences with WPS implementation. Our first visit was with a grower of peaches, wine grapes and raisin grapes. He had a crew there at the time picking peaches for the cannery. Our second visit on July 24 was to a westside operation near Mendota where cantaloupe harvest was underway. These were two completely different operations; however it was clear that each grower is making a conscientious effort to provide training and a safe work environment for their workers. In each case the major issue of concern is the provision and tracking or training for field workers. Each grower had elected to maintain records of the training even though it is not required by the standard. However, it is clear from the reported results that the Environmental Working Group either did not understand the science behind the "scientific sampling," or chose to ignore sound science to generate better headlines and sound bites. In fact, the monitoring--as reported in a press release--demonstrates that the levels of methyl bromide found were well within the safety standards, not in violation as was reported. According to the press release, average levels over a 12-hour period were 294 parts per billion in Ventura, and 206 ppb in Castroville. What the press release does not say is that these levels are well below the safety standard. The standard is 210 parts per billion averaged over 24 hours, 420 ppb (twice the 24 hour standard in half the time) for 12 hours. The math is very simple, but the Environmental Working Group apparently couldn't work it out. In 8 hours, the standard is 630 ppb and in 1 hour it would be 5000 ppb. Spikes of up to 1900 ppb--as measured by EWG--are not significant in themselves. It is continuous exposure levels that are significant, and they are within safety margins. It is difficult to comment further on the work of the EWG, since they have not seen fit to share it with regulatory authorities. Most scientists are eager to have their work peer-reviewed by other scientists. It seems to me that if they were truly concerned about getting methyl bromide use practices changed, they would bring their data to regulatory officials--who have the power to change the rules--before sharing it with the press. This is a publicity stunt, not science. The press release also grossly misinterprets the intent of legislation now under consideration. The bill, SB 1750, does not--as the release claims--change pesticide authority. The role of the state Air Resources Board, the Department of Health Services and other agencies remains the same under the proposed legislation, which is scheduled for a vote today. It cannot be coincidental that the press release was also put out today. The Department of Pesticide Regulation, working with the state Air Resources Board, has conducted extensive monitoring around methyl bromide application sites. We combined that empirical data with computer modeling to calculate what the buffer zones should be. Then we validated the predicted buffer zones with more monitoring. We evaluated how protective they were by analyzing air levels around actual fumigations and comparing the predicted buffer zones to the actual buffer zones needed in each case (that is, the line where exposure was at the 100-fold safety factor--remember, even at the edge of the buffer zone, there is a 100-fold safety factor). We analyzed more than 1,000 field-measured air samples from 11 fumigations. In all 11 cases, the buffer zones provided at least a 100-fold margin of safety. In fact, the buffer zones were on average about 25 percent larger than they needed to be for safety. California is the only state that has these restrictions on methyl bromide fumigations. We are continually evaluating methyl bromide and will make changes to the restrictions when necessary. Should peer-reviewed, scientifically valid data become available that indicates that the restrictions are not adequately protective, DPR will evaluate the need to alter them. With the volumes of data we now have on hand, we believe that the citizens of California are not at risk. For those unfamiliar with the situation in California, there are buffer zones established around field fumigations to areas where people live and work. This is one of those California things that goes beyond federal requirements. None the less, some people feel threatened by methyl bromide. One group in Monterey County is "Farm Without Harm." They received a large grant from the U.S. EPA under the Environmental Justice Program. It is possible that this grant paid for the air monitoring data refuted by DPR. The U.S EPA is funding a number of activist groups under this program. A lot of misleading information is being circulated and this is leading to fear among the public about methyl bromide fumigations. I was at the site of a fumigation on June 1, 1996. I observed air monitoring equipment in front of the home of one of the FWH leaders. I assume this is the source of the data that DPR was referring to. I got the weather data from the nearest weather station and found that for most of the 42 hours after the application the wind was blowing away from the monitoring site. That is the normal pattern. For only one 6 hour period the wind was blowing toward the monitoring site. A DPR scientist also informed me that because other compounds, like water vapor, can interfere with the measurement and give false readings, it is necessary to take a baseline measurement. Their data may be false but it got them their sound bite on the news. Is any one interested in starting a new organization called "Farm Without Alarm?"
